Black Cement is the nick name of Shu-Yu Chen, founder of HICOO. He studied in visual design and got addicted to yo-yo few years ago. In 2006, he produced the first Chinese high-end aluminum yo-yo West Uranium and made a successful start of his yo-yo designing career.
